Beginning from the 2024-2025 academic year, the Ministry of Science and Education of the Republic of Azerbaijan is proud to introduce the “International Education Grant named after Heydar Aliyev”. This program is dedicated to the exceptional role of the founder of modern Azerbaijan, the brilliant political and state figure, and the National Leader of the Azerbaijani people, Heydar Aliyev, in securing a deserving position for the Republic of Azerbaijan in the international relations system. The grant program was founded in order to support the education of foreigners in Azerbaijani higher education institutions.
About Azerbaijan
Azerbaijan is a country in the South Caucasus region, situated at the crossroads of Southwest Asia and Southeastern Europe. Although various religious confessions function in Azerbaijan, Islam has the dominating position. The official language is Azerbaijani; also Russian, English and Turkish are widely used.
Grant Duration
The grant will be offered annually for a period of 5 years, starting from the 2024-2025 academic year. 100 educational grants will be provided annually.
Eligible Education Levels
Preparatory Courses
Bachelor’s degree (including main/basic higher medical education)
Master’s degree (including medical residency)
Doctoral level
Bachelor academic studies last either four or five years (240 or 300 ECTS) for full-time education (part-time education period is longer by one year). The length of studies at master level is either 1, 5 or 2 years (90 or 120 ECTS). Full-time education under the Doctor of Philosophy program lasts 3 years, part-time 4 years and through dissertation research 4 years. Full-time education under the Doctor of Sciences program lasts 4 years, part-time 5 years and through dissertation research 5 years.

Application and Selection Process
SIACAS, Study in Azerbaijan Centralised Admission Service, is an online platform located at portal.edu.az and organises the admission of international students to secondary special and higher education institutions (e.g. universities, academies, colleges, conservatory, etc.) in Azerbaijan. Everybody wishing to study in Azerbaijan may register via SIACAS, choose the institution and speciality he/she is interested in and apply free of charge. The submitted application is redirected to the respective institution for assessment. Once an initial decision is made, a notification appears in the applicant's personal account. Depending on the institution’s reaction to the application, the applicant may be asked to submit additional documents, participate in an online or offline interview and/or make a payment. After all the issues between the applicant and the institution are settled, the admission process ends and the to-be student may proceed with accommodation, visa, travel and other related concerns.

Apply for Visa and meet with residence permit procedures: Find out which visa and immigration procedures apply to you and prepare the documents required by the relevant authorities of Azerbaijan. You should apply for a visa only with educational purposes. You can find more information on visa procedures in our Visas & Migration section.
Get insured: Make sure you are properly insured during your stay. There are several options, so find out which option applies to your circumstances and talk with university officials upon your arrival.
Dormitory and rental apartments: Check our information on housing (dormitory or rental apartment options) to find accommodation before you start your study. Talk with university officials.
